Trouble with e-Signature for new Advanced Users

We have 3 new users this year of whom we paid the $99 fee to be "Advanced Users."  2 of them have tried sending e-signature authorizations  to clients and it tells them they are unable and to call ProConnect if the problem persists.  If there something more we need to do with their profiles?
