Toward the bottom of the Property Information input screen is 

Percentage of source income (.xxxx or 1=100%) (PY/NR) [Override]

with a dropdown for each state

OR do the same thing in each entry in the Income Statement

While this information is useful, this does not answer the question that I asked. See the screen below for Source. Go to the input for Sch. E, Income Statement, and choose the plus sign within the entry box to get to enter detail. This is where the choice exists.
