How are HS 122's filed if the software won't file electronically?

My guess would be to use paper, pen, envelope and stamp. Other options are open to discussion.
OH, WAIT A MOMENT! Using Google you could find https://tax.vermont.gov/property-owners/homestead-declaration even if you don't even know what the fudge an HS 122 is. THAT'S AMAZING! WOW!

You need to make sure that VT HS-122 form is selected in the Profile Tab. Then once you file the Federal and State return, you unlock the return by going to return actions. Once you do that, in the File Returns tab, the VT HS-122 will become available to file. Hope that helps.
