Is this a dual-status return or full year 1040? If full year 1040, what's your client's AGI for 2020?
2018 has nothing to do with this.
Perhaps it would help to review what is really happening:
The funds were paid out as Advanced payment against a projection. The projection used 2018 or 2019 tax returns. But 2020 is the Actuals. You use the 2020 return to reconcile what a person is entitled to, against what they got.
If the person is not a dependent in 2020, then they would be entitled to the payment/credit as individual filers. That doesn't mean "not being claimed." It means "no longer qualifies as a dependent."

With an H-1B, he would have an SSN. Employers would generally ensure employees they sponsor visas for apply for one on a timely basis because failure to comply with these basic requirements could jeopardize their eligibility as a sponsor in the future.
True but I was thinking there could have been a screw up.

When I typed the post it was 2018 and 2019 - only 2018 appeared.
Client was not a dependent, single and about 27

She was from Canada and earned her masters in the USA in 2019. She worked about 1/2 of 2019 and 3/4 of 2020 before being laid off because of COVID.

Provided you're preparing a full year 1040, have entered a valid SSN (well, at least, one that doesn't trigger a warning for "invalid value"), and have entered -1 for both of the following, PTO will compute full Recovery Rebate Credit:
You may want to double check you entries under Credits > Recovery Rebate, EIC, Residential Energy, Oth Credits.
