I do not have a efin yet. I do have a ptin. Can I file under 10 returns without the efin using proconnect?

Nope... that 'e' is for efile capabilities.

No efin, no efile

Using a different software you could paper file those 9 returns but I believe ProConnect requires an EFIN no matter how you are filing.

If you (and the firm of which you are a member) do not reasonable expect to prepare 10 covered returns in aggregate during 2023, you are not considered a Specified Tax Return Preparer and are not, therefore, required to e-file.

Since you do not have an EFIN, you won't be able to e-file but you can still print out returns using ProConnect Tax for filing on paper.

You do not need a EFIN to subscribe to or print returns using ProConnect Tax.

When you enter your PTIN under Preparer Information, make sure you check the box for PTIN Verification as you may not otherwise be able to print returns for some states, according to this article:

Someone posted here at one time that an EFIN was required for ProConnect.  That's last time I am going to believe something I read on the internet.
