Do you have to file by mail if waiving $10,200 of unemployment payments? I do not see a way to e-file if following IRS website direction.

Efile does not allow for a negative figure in the "Other Income" section.  I beleive this is where the IRS wants the negative amount listed.

I would wait for the software to be updated.

I would not file by mail.

E-file definitely DOES allow for a negative figure under "other income".  That is how a Net Operating Loss Carryover/Carryback is entered.
