client doesn't need to file a return, but need some information reporting, can I just efile FINCEN 114 and FORM 8938 without a return?

FinCen 114 is a separate filing.
Read the 8938 instructions. I think they say if you don't have to file a tax return, then you don't have to file 8938.
The more I know the more I don’t know.
