If a person does not files taxes for a few years and then files what is the purpose of the form4137?

I have a client that did not file his taxes for 4 years! We did his taxes and it required me to fill out the 4137 form? So I am trying to understand why I needed the form 4137?

The IRS knows:

"Use Form 4137 only to figure the social security and Medicare tax owed on tips you didn't report to your employer, including any allocated tips shown on your Form(s) W-2 that you must report as income. You must also report the income on Form 1040, 1040-SR, or 1040-NR, line 1c."
