I'm working on a multi-state return with multiple W2's. One W2 has a lower amount entered in box 16 than box 1. Do I ignore it?

That may be due to the employer paying in more than one state - $10,000 Federal and $8,000 to Idaho and $2,000 to Utah. Look carefully at all W-2s to be sure you properly allocate to the appropriate state. Sometimes codes N and S are necessary.
