Did you try "Get My Payment?"
That isn't an App; it's a portal for confirming the info on file with the IRS for directing the payment. It's where you put in the Bank info (routing and account).

YOU won't be able to fix it, a tax advocate might be able to help, otherwise the taxpayer will be eligible to claim the credit on the 2020 tax return.

"The IRS agent I talked to said his check was mailed, then returned, and by accident the account was canceled, therefore he was unable to add bank account info. "
Im not sure what the "account was canceled" means.
Thank you - Get My Payment was indeed the solution. I called the IRS Tax Pro Hotline again after I posted this inquiry, and this time found an agent who knew the answer. How sad that none of the agents I spoke to the day before knew about this function.
I'm not sure the agent I spoke to knew, either. It was due to a glitch in the software. He said that the payment would be reissued, but there would be a delay; he didn't know how long.
