Help with another E-File Transmission Failure: Unable to successfully efile payload data to the Intuit servers...

We are getting the following error when trying to e-file a tax return, Federal and CA State, no 114.

Error message:  Unable to successfully efile payload data to the Intuit servers. Problem occurred transmitting efile data. There is a suggested solution from Intuit Help (linked below), but neither solution seems to apply in our case.
