I have a client who spent $7,200 on child care for one child. They also had a baby in August who did not have any childcare expenses. Can they claim both dependents?

As Anna says.  You will still need to list both dependents on F.2441.  If no child care expense was paid in relation to the baby, you'd show $0 for that line but that would not reduce the amount of credit that can be claimed.
