Add a statement or description for CA income modification sourced to state or federal only

Sometimes you need to make a modification to California income, for example, community property income allocation. When the modification applies to both global income and California income, a statement is generated with the description you entered. However when it is only global or state, it does not generate either a description or the statement. I suggest to create one in this situation.
