pass thru entity tax estimates

Unlike the Individual program, neither the S Corp program or the Partnership program allows for a primary or user option to be set for 4th quarter State estimates to be paid by December 31. We the advent of the various State pass thru entity taxes, it would be helpful to add this option.

Thanks for the idea to have S Corp and Partnership programs allow for a primary or user option to be set for 4th quarter State estimates to be paid by December 31. We are changing the status to "Open for voting".
