"As of January 14, 2020, Microsoft will no longer be providing support or security updates for Windows 7 -- apart from for those who are willing to pay for it. The company is offering up to three years of Windows 7 Extended Security Updates (ESU), and pricing has just been revealed"

That wouldn't change any vendor's decision to not support for Windows 7. As Microsoft clearly states on their own website, the "Extended Security Update (ESU) program is a last resort option for customers who need to run certain legacy Microsoft products past the end of support." It is not meant to be a platform on which new software would be run, not even Microsoft's own products.
