A nonresident of NYS, you say? If so, there's no input for NYC wages and withholding because it was ruled unconstitutional for NYC to impose NYC tax on out-of-state nonresidents back in 1999.

Gloria - either NYC has a procedure for getting this withholding back ( a special tax shouldn't have been witheld form) or taxpayer gets it back from employer.
Option c - taxpayer actually lived in NYC for at least part of the year?
