Texas franchise tax instruction letter for an affiliate

I assume when we e-file a combined Texas franchise tax report, the Public Information Report for all the affiliates are being e-filed with the reporting entity.  However, the instruction letter to the client for all the affiliates states that the client must mail the PIR to the Texas Comptroller.  This seems to indicate the affiliates PIR are not being e-filed with the reporting entity.  Is the true?  I have checked the box that the affiliate is a member of a combined reporting.  Also, I have removed Texas from being e-filed.  No matter what boxes I check or uncheck, the instruction letter does not change.  It still tells the client to mail the PIR to the Comptroller for all the affiliates.  Is there a simply solution to this problem or do I have to manually change each instruction letter?  I have a few returns that have 20-25 affiliates.  That is a lot of work.
