Texas DST and Webfile number

Individual is required to report the DST holding Texas commercial properties acquired in a 1031.  But a webfile number is needed.  Diagnostic 16402 is produced as I don't have the webfile number.  My client likely won't get it in time to file.  Is there a workaround?  Will the disable e-file error work for Diagnostic 16402?

That's not really how the Texas WebFile numbers work. Your WebFile number is the same every year, and it's printed on every piece of correspondence you get from Texas, including a mailing sent right before the unextended due date of the Texas Franchise Tax Return. You can call a 24/7 toll-free number to look it up. Texas doesn't use a signature document; they use the WebFile number as proof the taxpayer has requested the return be filed.

This is a first-year return issue that only applies to entity returns, including Single Member LLCs.

This system lacks efficiency. The client should opt-in and request a PIN, like with the IRS. Instead, Texas mandates a PIN for everyone?  That means the tax preparer has to request it. That means filing is slowed down.

Does Texas have an insecure filing system?  Is it susceptible to hacks and fraud?
