When taxpayer tries to open the e-organizer she is receiving an error the administrator is blocking it.

Hi Mary Anne- We tell our clients "A Security Warning dialog box may appear. If so, click More Info and hit RUN ANYWAY. " Your client may have to click an arrow '>' instead of the words More Info.
This may be in part to the issues that Intuit is experiencing today in regards to ProConnect and their other authenication services.
