Standard mileage rate by airplane? Can't be for the armed forces, right?
In any case, §1.217-2(b) defines that qualified moving expenses must be reasonable. Relocation expenses based on conventional modes would probably be a guide.
GSA does have standard mileage rate for private aircrafts but I don't believe you could use those for tax filing.

Why? Moving expenses are no longer deductible - except for military personnel.
