Submitting Bank account data for direct deposit

I have a client who wants to submit bank account routing # acct #  to IRS for purposes of future

economic impact  payments. There is no tax or refund due. The program wont print the bank account information. How can I force the submission of the bank account information to be electrionicly   filed ?

You can't.  The IRS computers wont pick up the account number unless there is a refund.
