State Return not Populating for Dependent Return

The Oregon State tax return is not showing up for a dependent return created directly from the parent return. How can I get the state return to show up? I double and triple checked that, yes, they do need to file the Oregon return as well.

Go to Screen 1, Client Info, and click Add at the top left to add the state.

It already shows the state, but it's not actually bringing up the state return.

What exactly do you mean by "not bringing up the state return"?
