Must I print and mail Forms 1099-NEC to the State?

Yes if the state requires a copy.
Depends on the state... CA is a 'yep'
The IRS is NOT forwarding the F.1099-NECs to the states(at least not this year...); they do forward the other F.1099s to the states.
