A taxpayer's W-2 box 12c shows code W and $2,000.00 by it.

Is the $2,000.00 deductible on the taxpayer's tax return?

Thank you for any & all information.

It is necessary to go to Form 8889 to say that you are eligible for the HSA account and fill in Line 3 or you will be taxed on the employer contribution.

No.

But you do have to show it on the 8889.

The more I know, the more I don't know.

It's already part of the W2. There is no further benefit for the amount already treated beneficially for tax purposes as part of payroll. The W indicates it is employer contributions, as well, so no, there is no deduction for something you didn't incur, anyway, even though employer payroll HSA is treated as having been made by the employee. It's already contributed pre-tax.
