On CA Form 3514, line 20, when right clicking the field and jump to input, put 0 for overwrite, it doesn't overwrite.  Please advise.

Does the taxpayer not qualify for it (and what reason disqualifies it)?

Try -1 instead. If you are sure you want to override the computation.
