How do I turn off pop-up program tips?

How do I turn off pop-up program tips when I open the program.  (I just had to reinstall, and these things keep annoying me.)

Are you referring to the annoying Ask Me crap at the bottom of the screen? 

 Settings > Options > Setup > See picture
