Ohio form IT 40P

Ohio form IT 40P does not indicate amount owed with payment but instead the amount already paid in via withholding.  Overriding the entry on screen 3 - Miscellaneous, Ohio payments makes no change either.  How do I get the amount due to Ohio to show on form IT 40P?
