This return may still be filed electronically if the direct debit request is disabled (ref. #41208)
My client has 0 tax due but owes $1,281 in penalties.

Could you do something to make there be $1 tax due? Like some kind of other tax?
Have the client use https://www.ftb.ca.gov/pay/bank-account/index.asp to pay, or just wait for a billing from FTB to be sure the penalties are up to day.
Curious George would like to know what penalties?
Don't forget the interest on HSA for California!
