When is the latest time on the payment due date an electronic payment can be initiated to be recorded on that day?

I'd say 11:59 p.m. local time.  But can't you *schedule* the withdrawal?

I'd also say that I don't like waiting until the last minute.   What if the power goes off, or the internet goes down (these things happen on a regular basis in my neck of the woods).
