You can set a default in Settings > Options > Tax Return > Federal Options - Local Sales Tax (3rd UP from Alabama)

In Screen 25, look for Location on 12/31/21 and enter the amount there.

In both cases it is the amount OVER the standard state rate. The following is what you get when you press F1 at that input area.

Local Rate (.xxxxxx) (For Computing Local Taxes, if Applicable)

Schedule A Taxes Screen 25; Code 501

To compute the amount of deductible local sales taxes when using the Optional State Sales Tax Tables, enter the local general sales tax rate in this field to have it apply to the current client only or in User Options (under Federal Tax Options) to have one rate apply to all clients. If the taxpayer lived in multiple locations in 2021, the rate entered in this field should be the rate that the taxpayer was subjected to on 12/31/2021.

Generally, the local rate is used in conjunction with the state rate to compute a ratio that is then applied to the appropriate amount per the Optional State Sales Tax Tables. The program generates a worksheet showing this calculation. However, for tax year 2021, the local general sales tax deduction is computed differently for certain localities. Refer to ‘Special locality as of 12/31/2021 (Table) [O]’ (screen 25, code 98) for more information.

Here's wishing you many Happy Returns
