Federal was accepted but now won't submit with the state

I'm not entirely clear what you are saying, but if you are saying you previously submitted the federal without the state and are now trying to submit the state along with the federal again, you aren't going to have any luck.  You can only transmit a return once.  Once it is accepted you are done transmitting.  If you are saying something else, try saying it a second time.
