Don't think CO DOR accepts passport number on the return for validation. You can simply leave out the driver license/state ID details since those are optional and the return will still be processed.
If the DOR needs verification, they may then contact your client and the taxpayer can provide various types of acceptable documents (such as copy of the passport) to substantiate the refund claim.
