The following diagnostic is generating: e-file: Some savings, money market, and controlled spending accounts are not eligible for automatic drafts. Please confirm with your bank or credit union if the account you've selected can be automatically drafted. If your payment is returned from your bank unpaid, you will be subject to a "penalty for Bad Electronic Funds Transfer". The penalty is 10% of the payment (minimum $1.00; maximum $1,000.00). This is for a nonresident withholding payment on a North Carolina partnership return. I am not able to find any kind of checkbox or other place to note that we are sure that the ACH will be honored.

Ha! I found the answer on my own. I made the mistake of entering the ACH information in the North Carolina account information fields. When I moved the same data to the federal ACH payment fields, the diagnostic is cleared.
No idea why the same data in the federal fields works but in the North Carolina fields doesn't. But that solved the issue.
