The following diagnostic is generating: Arkansas returns with investment interest on form AR3 is not present on the Federal return are not allowed for Arkansas e-file. This return must be filed as a paper return.

I don't prepare Arkansas returns but based on the diagnostic, it sure sounds like you have to file a paper return.  Unless of course, you have an error on form AR3 that needs to be corrected.
