You could just go into someones Illinois return and click tools; options; miscellaneous and then uncheck the box that says check if you do not want to complete IL2210.  This is the global setting you speak of that defaults to check box being checked.  The reason for the error when unchecked is that you did not access IL2210 and answer the questions.
