Does the Information Return System not generate properly formatted corrected 1099 files for FIRE?

I created 8 corrected 1099NECs. They printed fine except for the copy D, every third NEC amount prints not at the right, but in the center. Everything else looks correct. When the DAT file is created, apparently that same third NEC does not have the "corrected" box checked. I recreated the file three times and IRS FIRE rejected it every time.  I had to manually print the SSA copy of the NECs on red IRS forms, and that is when I discovered that the box was not checked on the third NEC. Just something that needs to be corrected. Mailing is a pain.

I had a batch of 62 corrected 1099-MISCs for which the .txt file was in the wrong format.
It had the payer record after each payee record rather than once at the beginning.
They were no help in resolving it. I manually edited the file until it was finally accepted by FIRE.
I periodically exported a new replacement file from the Information Return System to see if the problem had been corrected. It never was. 
VERY frustrating.

Plus, the recipient forms did not have the corrected box checked!

I called support and had a case.

It was "escalated."

I phoned numerous times to follow up.

It was not resolved.

I had to fix the file myself to get it accepted by FIRE.
