State taxes ITIN renewal

I know you have to mail in your tax return when renewing or applying for an ITIN along with the w7 form. But, what do you send the state?

Just the state return with no notes indicating that an ITIN is either being applied or renewed?

You just send the state tax return to the state once the ITIN is renewed or received.
