DOES ANYONE KNOW OF STATE CONSTABLES NOT HAVING TO PAY
SELF EMPLOYMENT TAX. FOR YEARS I HAVE BEEN ATTACHING TAX LAW
BUT FOR 2018 RETURN THE IRS WON'T ACCEPT IT.

If they are self employed, why are you thinking they are exempt from SE tax? By the way, it's Sunday today and we try not to shout on Sundays. We leave shouting for Monday mornings.

That depends. In the past, how did you justify that in the statement you attached to the returns? It's more than just being a constable. Do those technicalities hold up against the technical considerations covered in this FSA Memo?
