Reporting Tip Income, In The Good Old Days

From the February 4, 1960 article:

What do the waitresses think of the goings on?
Many of them are strangely silent. Others speak up. Most of them are just waiting to see what will happen.
In some cases things have already happened. A few waitresses from different restaurants have already reported to Manchester for interviews as requested by the IRS agents. Before April, probably every waitress in the City will have been interviewed by the agents.
Most waitresses admit they have not been reporting most of their tip income; a few say they have reported some of it.
Most common reason for not reporting it was that they have had their income tax returns made up by other persons who have told them not to bother with the tips.
A few waitresses said that this year they heard they would be told by the agents how much they earned in tip income and to file their tax returns accordingly.
Waitresses complain that the agent’s estimate could be greater than their actual earnings. But they said the agents have told the to file in that amount or they would be subject to a review of their tax returns for the past four or five years.

And the article ends with this:

So goes the battle of the tips.
It’s worthy of note that Uncle Sam has never yet lost a war.

Off topic just a hair, but I see there is also a front page story about a little scuffle going on in the Mideast (things haven't changed much 60+ years later). I can't see the whole story but I was curious if the story contained any info on the President building any hotels in the area back then.
