Automatically truncate Payer Name during W2 and 1099 import process

PTO needs to be updated to automatically truncate the Payer Name during W2 and 1099 import process.  PTO has character limitations in the Payer Name field and in the current state, the system errors and includes the full name imported, and we have to take time to manually update the Payer Name to fit within the character limitation of PTO.  PTO needs functionality created to auto populate Payer Name to fit this field based on the character limits.

Not only payer name, there are other fields that need to be altered, for example: SSN field needs to be emptied, control number needs to be updated to remove the space.
