I cannot seem to get this dependent to be marked qualifying and I can't figure out why.

thanks for taking the time to ask for clarification. I was looking for qualification for the Child tax Credit, but I see now that for 2020 they must be 16 or younger, 2021 changes to 17

Qualifying for what? I think there are a half-dozen "qualifying" functions to examine. Which are you trying to trigger?
