Does it go directly on schedule A or does it go on another form first?
There does not appear to be a form 1098-C in PTO. At this point, I simply entered it as a cash donation
Apparently, form 8283 needs to be completed and the 1098-C form needs to be attached as a PDF to the tax return.

The 1098-C does not need to be attached. PTO has an input screen for non-cash contributions over $500. The info from the 1098-C can be entered on that screen.
