I have a a1040 client for whom I successfully e-filed the 2022 federal and IL returns, but had to paper file the CA return as the e-file was rejected. When I try to generate prior year worksheets for this client to use as a 2023 organizer the client does not appear on the list of eligible returns for which I can generate prior year worksheets. Has anyone encountered this issue? Might it have to do with the rejected CA e-file?

Doubt so. The prior return just needs to have been e-filed.
We are able to generate PY worksheets even for a client who only had 2 state returns e-filed but whose federal return had to be filed on paper because of new forms ProConnect Tax did (and still does) not support.
You may want to contact Intuit Support and see whether they are able to fix this or generate one for you offline.
