This rejection happens when the IRS has already received a different tax return claiming an education credit for this SSN. If you (& your client) believe this was in error and that no one else qualified to claim the credit on their behalf, the return will unfortunately have to be paper filed. The IRS will then go through a review process to determine which taxpayer is entitled to the credit.
If after speaking with your client, you learn the credit was rightfully claimed by someone else (usually a parent or family member who provides support), you can remove the credit entries and e-file the return.
