I am doing a tax where my client received only 2600 from fidelity and is claiming her grandchildren but it is not giving her the child tax credits for each kid it shows she is only getting 33 back which is what she had witheld why is this

In order for the Child Tax Credit to be "refundable", the taxpayer needs to have over $2500 of "earned" income (such as a W-2 or self employment profit).
