Customer support gave me multiple conflicting answers. Form instructions say to list "NYC" on Form IT-2. Customer support says to use "NY." I submitted both ways and it was rejected. I had overrides on withholding tax for line 19 and without, both rejected.
More information would be very helpful. Is this what you are trying to create? It really is done via the input for state withholding and city withholding.
