Error message: State abbreviation is not consistent with the ZIP code. The ZIP code must be entered as a five or nine digit number. US - Ref 328
But I have verified that the zip code 20214 is in VA. I have checked every data entry cell containing a zip code or state.
What else can I do?

I see Washington, DC with that zip code.
