Yes, you can. No problem with creating 2017 OH returns for e-filing under Profile on my end.
The software is not giving me the state and local forms to fill out
What exactly do you mean by that? If you have problem accessing certain input forms or fields, suggest you do the following, which should resolve most issues:
- Use only PTO-supported browsers;
- Clear cookies and cache;
- Restart browser;
- Restart machine/device;
- Always open PTO only in incognito mode
