Are we able to tailor the transmittal letter?

Sorry, that's not a transmittal letter.  That's basic filing instructions.  And no, you can't tailor that within PTO.

Then is there the ability to set up a tailored transmittal letter or cover page prior to the filing instructions.

No, there was never any option to tailor that.  For us, we replace the filing instructions generated by PTO and produce our own transmittal letter.

Ugh. I hope the PTO people are reading this so that they can know that we need this functionality.
