which state to assign Sch E entries to

CA taxpayer has rental property in Vegas.  Just wondering, in Sch E entries, should I assign to "California" or to "federal"?

Although it looks no difference in overall taxes because CA taxes on all source of incomes.

Your assessment is correct; it will have no change on the return.  I always assign mine to US in that situation.
